Dear Mr. Fernandez,
Manyy thanks for your recent letter and
copy 'Arc'All'. We are busy reprinting at present but I will
shortly see what issue we can spare to send you in exchange.
We have to delay this a bit as it is rather
necessary I regret, to informyou, that it is just not
possible to give anyone copyright to print any of our articles
at any time in random manner, or at all: save only, in one or
two particular cases, if all our editors and the author is willing.
As you see from encl. leaflet we have
editors
and I simply cannot give any one permission for any article whatever
in the manner you suggest.

Such permission is usually given in exceptional
cases, and then only to the large established journals in the field.
Esepcially in the case of articles from E.Europe, we annot possibly
agree to articles being printed in some particular new journal,
without among other things knowing very precisely the nature of
other articles appearing therein, as E. European authors are very
sensitive for ideological reasons as to the material with which their
articles is associated, and this could cause acute embarrassment.
In view of these complications, and also being
heavily pressed for time without desiring additional work, I
would prefer this matter to be dropped for the time being.
You will appreciate you are suggesting this for a new periodical
(I do not even know it's name!) of which the first issue is not
ready--so it is clearly impossible for me to say anything about it.
